The moves F Sev-Bla, combined with A War-Gal and A Moscow-Ukraine is one of the most safe southern openings for Russia. It both safeguards against any Austrian or Turkish attacks, and it almost always guarantees Rumania.
Also, both Austria and Turkey will usually regard Rumania as a russian province, so getting into Rumania shouldn't be that difficult. Because if either Austria or Turkey takes Rumania from you, you are almost sure to go to war to either of them, or they both get very suspicious about each other.
Just as Russia should talk about Galicia with Austria, Russia and Turkey should always discuss bouncing in the Black Sea. It is great to have Turkey as your ally, but you can also get rid of him quickly if you want, especially if you can convince Italy to go for the lepanto attack. Than if Turkey is gone, you still have lots of options: Either go on with Italy and crush Austria, or go with Austria and take all of the (italian-)Turkish centers. Or, stop there for now and start your attacks in the North.

One approach for Russia is to immediately start in the North by moving Mos- Stp-Fin, to quickly conquer Scandinavia and be sure that you can attack Germany before he is able to attack you, but it is considered more risky because it weakens your south alot and the northern opening lacks success because of this. So all in all, it seems the army from moscow is sure to go to the Ukraine.
