Silesia, as Galicia, is the backbone of Russian-Austrian alliance in the Balkans. There is a strong need for Char to invade Silecia and Vienna Army to move to Bohemia.This Russian term for an Austrian-Russian alliance can be done only if an austrian army is engaged in Bohemia for the start. On the other hand, Austrian advance to Bohemia (an Austrian province anyway) is the essential security assurance against any german ambition and for german-austrian non-aggression pact.
Silesia:
The Czar should realize that he has two fierce enemies (and/or very
untrustworthy temporary allies) on his southern border.
Does he really need another enemy to his west in '01?
Better to move that army to Galicia instead, and bounce it against
the Austrian. (If the Czar and the Archduke are on good terms, they
can arrange a bounce intentionally; then each can cry to the other
players, especially Turkey, that the other one "stabbed" him :)
The Kaiser, in return, should not fear a Russian invasion, at least
not on the first turn. If the Czar does try to invade Germany,
and he's anything less than a sublime diplomat, Germany will indeed
collapse quickly ... followed just as quickly by Russia.
