Norway

Norway is THE most hotly contested early game country.

With a supply center,it can give Germany a needed other army, plus a northern extent (3rd turn). It can give Russia a powerful and total hold on Scandanavia, poising them foran attack on either Germany or England (2nd turn). Or it can give England akey supply center, a balance of power with russia in scandanavia, and poisethem to convoy the kitchen sink over to Russia by moving into the barents seapossibly. This is one important little supply center.

Norway could really be the most important center for Russia:
Traditionally I take it at the first turn with St Petersburg and hence Inegotiate with both Germany and England.

England often wants it very much and so propose Sweden or Denmmarkinstead so that I can crush the german player. Otherwise an agreementbetween Germany and Russia against Great-Brittain is ...wow !

The English king who convoys his army into Norway may consideringsupporting a hold on that territory with F Nwg or F Nth. If Russiaconvoyed an army into Sweden in F1901 (Mos-Lvn, Mos-Bot-Swe), then he might be able to oust theEnglish with the following gambit:

Winter 1901:

Build F StP(nc)

Spring 1902:

F StP-Nwy
A Swe S StP-Nwy
F Bot-Fin

Not only are the English ousted from Norway, but the army has no retreatoptions and is forced to disband.

Granted, this is not the most effective stab, as Russia will need Germansupport to continue the assault to the British Isles, and even then it isdifficult. However, this move does put the English at a bit of adisadvantage for a while.
