This particular province is Germany's best friend in trying to beat off the russian attack. If your alliances allow you to move in this direction, don't hesitate. You really compromise the power of a major power when you border on three of their home centers. From personal experience, I've raised so much havoc in ftf games when opposing players were forced to guess where I was going to move. In mid-year as the russian player is evacuating his units from the home centers, quietly slip an army into Livonia any way you can. That is how I give Russia the shaft.

A War-Lvn or Mos-Lvn is part of a classic neutral open for Russia.
Coupled with the other army moving to Ukraine, this allows great protection for Warsaw, Rumania, and Sevastopol from German, Austrian, or Turkish attack. (Of course, should two of them ally against Russia, then the Tsar is in trouble, but in that case nothing could be done outside of securing an alliance with the remaining power.) This opening also enjoys the advantage of allowing the Tsar to take both Sweden and Rumania in the first year.
