Besides being a great wine of sorts, Burgundy is perfect for France to enter to sack Gemany in the mid-game when Germany is looking the other way. USWI game duck for example. Follow up to Ruhr is great too.
This can actually be a great place for England to negotiate about early in the game.
In a recent game at DipSoc, I (England) agreed with Duncan (France) that we would ally against Eleanor (Germany), and agreed with Eleanor that we would ally against Duncan. On my suggestion, the following moves happened:
ENGLAND:

FRANCE:
A Par - Bur *bounce*
A Mar - Spa
F Bre - MAO
GERMANY:
A Mun - Bur *bounce*
A Ber - Kie
F Kie - Den
The net result was that I had two guaranteed builds in 1901! Hurray!

Burgundy is a large, oblong province on the tense border of France and Germany. Often, France and Germany agree to bounce here in Spring 1901 for their mutual defense.
If Germany gets here in the Spring, France has to suddenly drop all his plans and defend his two supply centers.
If France gets in (more likely; France can support into Bur if he has to) Germany has to worry about defending one of her SCs. Burgundy is also a key province for France's assault on Holland. Burgundy is a member of the "overland highway" which can take Gascony or Marseilles to St. Petersburg or Bulgaria in three years.
