With a fleet in GOB and an army in STP, England can lock out any advances by land into Scandinavia. That is two units too secure 4 or 5 centers, and a great way to concentrate your efforts elsewhere! Should England want the Russian front to be the focal point of her attack, convoys from SWE through GOB are devastating.
